i have a 1991 dodge caravan with a noise from the dash or under the hood?

the sound seems to come from outside under the hood
it sounds like a small air compressor..this sound happends when i start the car and also when i am braking or when i am stoped …it also comes on and off when i have my foot on the brake while in gear == any one got any answers as what this may be

    it sounds like a brake booster on it going bad,that’s the only thing i can think of that would do what you say its doing,try doing this ,have someone mash the brake pedal and with the hood up look out their and see if you see or hear where its coming from,I’m curious on that one also,only thing i can think of would be a brake booster,good luck with it.
